With reference to the letter of the 4th April 1922, addressed to His Majesty's Vice-Consul at Shanghai by the Custodian of Emany Property on the subject of the case of Fran Kupech, I have the honour to inform you that I am prepared to address the Secretary of State for the Colonies
in the matter and to recommend that favourable treatment
may be shown to her.
To support this recommendation it will be necessary to obtain sworn evidence of the following facts:-
(1) The death of Kupsch, his nationality and Frau Kupsch's relation to him. (Death and marriage certificates would be the best evidence).
(11) The fact that Kupsch died intestate if he did die
intestate.
(iii) The fact that Frau Kupech intends to resume French nationality, and will be allowed to do so when she
returns to France, and that in the meantime she is
receiving French protection. This should be support- ed by some document from the French Consulate.
It would appear desirable also that Frau Kup-
sch should take out administration of her husband's estate
at Shanghai in which case the following would be forwarded: (iv) Copy of the letters of administration granted to Frau
Kupech.
I should be glad therefore if Frau Kupsch sou could be informed of these necessary steps for the
presentation of her case.
